UNATU Engages Southern Regional Stakeholders on HCM and Membership Remittances

The Uganda National Teachers’ Union (UNATU) engaged Southern regional stakeholders in Masaka on Human Capital Management (HCM), membership coding and subscription remittances, with a focus on ensuring that teachers benefit fully from Union representation under the new salary structure.

The Regional Stakeholders’ Meeting took place on 25 August 2026 at Maria Flo Hotel in Masaka.

The meeting brought together Union leaders, administrative officers, Human Resource Officers and other stakeholders to discuss membership recruitment and coding, subscription remittances and HCM-related issues.

The engagement aimed to strengthen coordination between Union structures and relevant stakeholders, particularly in addressing cases where teachers had received salary enhancements but their 1% UNATU subscription deductions had not been updated or remitted in line with their revised salaries.

Supporting members under the new salary structure

Participants discussed the need to align subscription deductions with the new salary structure so that Union records and member contributions remain accurate.

The meeting also considered the coding of new members, the reinstatement of members whose deductions had stopped, and the need to ensure that teachers who wish to belong to UNATU are properly captured.

The discussions further highlighted the need for timely follow-up in cases involving missing deductions or delayed remittances.

HCM support for teachers

Human Resource Officers provided guidance on Human Capital Management issues, including the importance of helping teachers understand how the HCM system affects their employment records, deductions, leave management and retirement preparation.

They cautioned teachers against sharing their HCM passwords, particularly with individuals claiming to assist them in accessing loans or other services. Teachers were encouraged to keep their passwords confidential and use official channels whenever they require support.

Branch leaders were encouraged to support teachers in verifying their information, reporting inconsistencies early and using official channels to seek corrections.

The meeting also noted the need for continued sensitisation so that teachers do not rely on rumours or unofficial information when dealing with HCM-related matters.

“Teachers need clear information, not guesswork,” the General Secretary noted.

Pension and retirement awareness

The engagement also discussed the new Public Service Pension Fund and the need for teachers to understand its contributory arrangement.

Stakeholders were reminded of the 15% contribution structure, under which the Government contributes 10% and the employee contributes 5% in the coming financial year.

The meeting emphasised that teachers need early guidance on pension matters, retirement planning and service records because errors left unattended can affect their future benefits and may contribute to reliance on multiple loans.

Strengthening Union systems

The meeting also reviewed recruitment, membership records and subscription remittances as part of efforts to strengthen Union systems.

The General Secretary encouraged regional and branch structures to work closely with stakeholders to ensure that new members are coded, returning members are reinstated and subscription-related issues are followed up through the appropriate procedures.

The engagement also reinforced the need for verified information, proper documentation and timely reporting.

    Time to time engagement with HROs is a good practice since it strengthens the relationship between the 2 entities.
